All the citizens in Oceania were practically under a "microscope" the whole day, except the Proles, mainly ....

....lot of parts. When the lovers were in the rented room, Winston told Julia many times that they were the dead. It was just bound to happen that they would get caught. They knew that "loving" someone was one of the worst things to do, and being slaves of the principles of Ingsoc, their choice to be lovers was a crime; it only took time before they were caught. They thought they were free, but they were really being watched by the Party making them enslaved all this time.
